Does this tool include the end date in the count?

Yes, by default the Include End Date option adds 1 day so the range is inclusive. Toggle it off to count only full 24-hour periods between dates.

Yes, use the Business Days mode which counts only weekdays (Mon-Fri) and optionally excludes weekends for work-day calculations.
