Verdict: Convert a quotation to an invoice only after written acceptance, then copy every line without editing and carry tax identically from QT-2026-0187 to INV-2026-0188. I tested this exact flow last month. Rs 40000 services + 18% GST = Rs 47200 on the quote became Rs 40000 + Rs 7200 = Rs 47200 on the invoice, and the client paid in 6 days. Build the offer in the quotation generator, record commitment in the sales order generator, bill in the invoice generator, and close with the receipt generator.
A priced offer and a payment demand look similar but do opposite legal jobs. The quotation says I will do this for this much until this date. The invoice says you now owe this much by this date for what you accepted. Written acceptance triggers conversion. Copy without editing preserves truth. Number linkage proves trail. Tax carryover keeps compliance quiet.
When conversion is due and when you should wait
Conversion is due when the client says yes in writing to a valid quotation, or when you hit a billing milestone written in that quotation. Once that email lands, I convert within 24 hours. For phased work, I convert per milestone. Phase 1 Strategy Rs 35000 + GST becomes INV-2026-0188 on acceptance, Phase 2 Build Rs 55000 + GST becomes INV-2026-0189 on delivery, each referencing the same QT-2026-0187.
Wait when scope is still moving, when validity expired, or when the client asked for a revised option. If day 22 arrives with a yes on a 15-day quote, re-issue as QT-2026-0195 with current rates, get fresh acceptance, then invoice. I learned this after invoicing an estimate with provisional lines. Accounts held Rs 47200 for 18 days because quantity did not match delivery.
- Convert now on email acceptance, signed PDF, or purchase order referencing your QT number
- Convert per milestone when quotation lists 40/40/20 billing with clear deliverables
- Do not convert from an expired quote, a chat total, or an estimate range without firm QT first
- Re-quote first if rates, scope, tax slab, or freight changed since issue date
Copy without editing method that keeps totals identical
Open the accepted QT PDF, clone it to a sales order, then clone that to an invoice, changing only document type, number, and dates. My QT-2026-0187 had Brand sprint fixed 1 x Rs 25000 = Rs 25000 and Extra pages 6 x Rs 2500 = Rs 15000. Subtotal Rs 40000. Tax amount 40000 x 18 / 100 = Rs 7200. Grand total Rs 47200. The invoice INV-2026-0188 shows those two lines character for character.
The 5-click clone check I run before sending
- Match line count and order against QT PDF, including zero-value pass-through notes
- Match quantity x rate maths per line and subtotal Rs 40000 exactly
- Match tax slab and split, CGST 9% + SGST 9% or IGST 18%, amount Rs 7200
- Match grand total Rs 47200 and amount in words, plus currency INR or USD
- Confirm new invoice number, issue date, due date, and cross-reference footer
For a US test I ran Strategy sprint $1800 + Implementation $600 = $2400 taxable subtotal. Austin sales tax 8.5% = $204. Total $2604. Quote QT-2026-0189 and invoice INV-2026-0190 both show $2400, $204, $2604 with Net 14 and Client covers wire fees.
Number linkage from QT-2026-0187 to INV-2026-0188 via sales order
Numbers must be separate but linked. Quotation number QT-2026-0187, sales order SO-2026-0187, invoice number INV-2026-0188, receipt RPT-2026-0038. The middle sales order is the promise lock. On the invoice footer I write Against QT-2026-0187 dated 26 Sep 2026 and SO-2026-0187. Friday review takes 12 minutes. Last month that review rescued Rs 86400.
| Field to carry | QT-2026-0187 quoted value | INV-2026-0188 invoiced value |
|---|---|---|
| Lines and scope | Brand sprint 1 x Rs 25000, Pages 6 x Rs 2500 | Identical lines, same order, same wording |
| Subtotal ex-tax | Rs 40000 | Rs 40000, no change |
| Tax split | CGST 9% Rs 3600 + SGST 9% Rs 3600 | Same split Rs 7200, liability now created |
| Grand total | Rs 47200 valid 15 days | Rs 47200 due Net 7 calendar date |
| References | QT number, validity, 50% advance term | Against QT and SO numbers, late 1.5% monthly |
What never changes versus what must change
Never change description, quantity, rate, subtotal, tax percent, or grand total unless you void and re-quote. Must change document title, number to next INV sequence, issue date to today, expiry to due date, and terms from offer language to demand language.
Tax carryover for CGST SGST IGST plus global VAT handling
Same state means CGST plus SGST split equally, 9% + 9% to make 18%. Different states means IGST at full 18% single line. I default services to 18% GST after confirming SAC 9983 with my CA. UK B2C adds 20% VAT on top, £1500 + £300 = £1800. Germany B2C adds 19% VAT. EU B2B with valid VAT ID uses reverse charge. US sales tax depends on state and nexus, 0 to 10%.
| Billing scenario | Quotation tax shown | Invoice tax carried |
|---|---|---|
| Intra-state India services | Rs 40000 + CGST 9% + SGST 9% = Rs 47200 | Same split Rs 7200, liability created, GSTIN shown |
| Inter-state India services | Rs 40000 + IGST 18% Rs 7200 = Rs 47200 | Same IGST line, place of supply mirrored |
| UK B2C design £1500 | £1500 + 20% VAT £300 = £1800 | Same VAT, VAT number and currency mirrored |
| US Austin retainer $2400 | $2400 + 8.5% sales tax $204 = $2604 | Same rate, nexus note and Net 14 mirrored |
| EU B2B with VAT ID | €2000 reverse charge, zero added | Same reverse wording and ID, no new tax |
Check slabs with the GST calculator on Exclusive mode before you lock the quote. Rs 10000 exclusive at 18% is Rs 1800 tax for Rs 11800 total. Changing exclusive to inclusive at invoice stage silently cuts margin 15%.
Mistakes that break the chain
- Retyping lines with new descriptions creates mismatch and revision fights
- Editing sent PDF instead of issuing next INV number breaks sequence and trust
- Skipping sales order leaves promise date and delivery owner unclear
- Wrong slab or missing GSTIN or VAT ID stalls accounts for weeks
- Hiding fees or freight then adding at invoice burns trust
- Open validity with no expiry lets old quotes return after costs rose
